Lessons about fierce initiative
On November 22, 2012, the Prime Minister issued Decision No. 53/QD-TTg and then the Ministry of Industry and Trade issued Decision No. 113/QD-BCT on promulgating a roadmap to apply the ratio of mixing biofuels with traditional fuels; Accordingly, Quang Ngai is one of 7 provinces and cities (Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Ba Ria - Vung Tau) deploying the distribution of E5 Ron 92 gasoline, replacing traditional raw materials for use in road motor vehicles starting from December 1, 2014 and nationwide from December 1, 2015.
To effectively implement the above decisions, the People's Committee of Quang Ngai province and Vietnam Oil and Gas Group quickly signed a solution plan to implement a cooperation agreement on biofuel development. Agree to accelerate the implementation of the E5 biofuel distribution roadmap 3 months in advance (before September 1, 2014) compared to the provisions of Decision No. 53/QD-TTg dated November 22, 2012 of the Prime Minister.
Widely selling E5 gasoline in Quang Ngai
This bold determination is highly agreed upon by the People's Committee of Quang Ngai province and the Vietnam Oil and Gas Group and shared with the community in the implementation process. Comrade Pham Nhu So, Vice Chairman of the People's Committee of Quang Ngai province, said: "This is a very high political determination of both the political system of Quang Ngai province and the Group. Accelerating the E5 gasoline distribution roadmap 3 months in advance will contribute to promoting agricultural and rural development; protecting the environment; developing industry; increasing State budget revenue...". Regarding infrastructure, according to Deputy General Director of Nguyen Sinh Khang Group, Vietnam Oil and Gas Group has proactively built Dung Quat Bio-Ethanol Biofuel Plant. And has built a complete mixing system connecting directly from the Bio-Ethanol Biofuel Plant to Dung Quat Oil Refinery, creating a great advantage in providing and developing the E5 gasoline distribution system in Quang Ngai province in particular and the Central - Central Highlands region in general.
Through working with the Department of Industry and Trade of Quang Ngai province, we have compiled statistics and would like to list some comparative numbers below. Before implementing mass distribution of E5 gasoline, the average total gasoline consumption per month in Quang Ngai was about 6,960m3; Of which, Mogas 92 gasoline: 5,770m3, accounting for about 84%; Mogas 95 gasoline: 713m3, accounting for about 10%; E5-Ron 92 gasoline (semi-exploratory) 477m3, accounting for about 6%. After implementing the plan, the average total gasoline consumption in a month is about 5,850m3; Of which, Mogas 95 gasoline: 1,347m3, accounting for about 23%; E5 Ron 92 gasoline: 4,503m3, accounting for about 77%. And according to forecasts of the Department of Industry and Trade, in the coming time, this proportion will also change in the direction of increasing the proportion of E5 Ron 92 gasoline products and reducing the proportion of Mogas 95 gasoline products. From this success, the People's Committee of Quang Ngai province is determined to strive to bring E10 gasoline to widespread consumption by the end of 2015.
Positive spread
Immediately after successfully deploying mass distribution of E5 Ron 92 gasoline in Quang Ngai, the Group proactively coordinated with two localities in the region, Da Nang City and Quang Nam province. And on September 23 and 24, PVN worked with Da Nang City and Quang Nam province on accelerating the use of E5 RON 92 gasoline in the area.
Da Nang is one of 7 provinces and cities directed by the Government to implement soon (from December 1, 2014) the E5 gasoline distribution roadmap. Quang Nam is the province officially directed to participate in distributing E5 gasoline from December 1, 2015 (massively along with 56 provinces across the country). However, Quang Nam is a locality with a favorable location because it is located close to Quang Ngai province - where there is a supply of E5 gasoline and Da Nang city - where there is a large consumer market and convenient transportation routes. In addition, Quang Nam has an alcohol factory (not part of the Vietnam Oil and Gas Group) that is operating moderately. If the roadmap is implemented early, it will "push" this factory to produce at higher capacity.
And these two localities have really stepped in. Specifically, from October 1, 2014, all gasoline stations in Da Nang City will distribute E5 biofuel in parallel with A92 and A95 gasoline; From November 1, 2014, E5 gasoline will be distributed to completely replace traditional A92 gasoline, circulating in parallel with A95 gasoline. In Quang Nam, starting from October 1, 2014, all gasoline retail stores in the area will distribute E5 Ron 92 biofuel in parallel with 92 mineral gasoline and 95 mineral gasoline. By December 1, 2014, strive for 100% of stores to completely replace traditional gasoline with E5 Ron 92 biofuel along with 95 mineral gasoline (before Government regulations 1). year).
The positive effect of this spillover has turned three provinces and cities of the Central region into pioneering localities in the country in implementing the Government's decision on using biofuels instead of traditional fuels. This success has confirmed the correctness of introducing biofuel to serve life and production. Actively respond to the Government's international commitment to reducing greenhouse gas emissions. Developing biofuels aims to improve the lives of cassava growers, contribute to hunger eradication and poverty reduction, and implement good social security.
The role of media
The above success cannot be ignored without mentioning the role of communication work. Through monitoring in all three localities: Quang Ngai, Da Nang and Quang Nam, propaganda work has actively contributed to the transformation of consumers' awareness and usage habits.
Every locality has built a section to broadcast propaganda programs about E5 biofuel. It focuses specifically on the production of E5 Ron 92 gasoline; on standards and product quality; about safety when used; about the superiority of biofuel over traditional gasoline; on improving the environment, contributing to creating sustainable income for the agricultural sector... In the local Party newspaper, there are specialized pages on E5 gasoline, with comprehensive reports and articles reflecting on biofuel. Websites of electronic information sites, from the province's electronic information portal, to departments and branches, design and post images of biofuels...
Visual propaganda was also thoroughly deployed, with banners all over the main roads in the cities. Gasoline stores install billboards and propaganda banners. BSR printed and distributed hundreds of thousands of leaflets, with short, concise, easy-to-understand content, distributed to every residential cluster, every gasoline retail store... The comprehensive "coverage" of propaganda work is a "revolution" in awareness, helping consumers feel secure when using biofuel.
Along with that is the commitment to ensure quality and price; is the Group's most favorable conditions for distributors; is a mechanism and policy to adequately support general agents and petroleum trading agents receiving and distributing E5 Ron 92 gasoline; is a higher commission policy than the commission level when trading traditional gasoline products... At the same time, we recommend to ministries, branches and the Government to have tax policies, price policies, and support policies to bring biofuel to island and mountainous districts. Planning sustainable raw material areas best meets the needs of ethanol production.
The deployment of E5 Ron 92 gasoline distribution to partially replace traditional fossil fuels is in line with the general development trend in the world, contributing to ensuring national energy security and promoting agricultural and rural development. This confirms that when consumers are provided with full information and receive the manufacturer's commitment to quality, clear and transparent distribution, success is natural.
