Pursuant to Instruction No. 29-HD/DU dated May 29, 2023 and Official Dispatch No. 231/CV-DU dated June 9, 2023, Official Dispatch No. 232/CV-DU dated June 13, 2023 of the Party Committee of Vietnam Gas Corporation on organizing the mid-term review, 16 Party committees/party cells under the PV GAS Party Committee organized a Preliminary Conference to review the mid-term review. Evaluate the implementation of the Resolution for the 2020 - 2025 term and summarize the implementation of production and business tasks in the first 6 months of the year, plan for the last 6 months of 2023.
During the days from June 20 to 26, 2023, Comrade Nguyen Thanh Binh, Secretary of the Party Committee - Chairman of the Board of Directors of Vietnam Gas Corporation (PV GAS) attended preliminary conferences of the grassroots Party Committee of Vung Tau Gas Processing Company (KVT), Ca Mau Gas Company (KCM), CNG Vietnam Joint Stock Company (CNG Vietnam), Petrovietnam Steel Pipe Joint Stock Company (PV Pipe).
Participating in the Working Group were Mr. Tran Duc Son, Deputy Secretary of the Party Committee - Head of the Personnel Organization Committee; comrades in the Standing Committee of the Party Committee, the Board of Directors (BOD) and the Board of General Directors; comrades in the Party Executive Committee, representatives of the Party Committee Office and specialized committees of the Corporation (TCT). Party Committee Secretary, Party Executive Committee, Company Board of Directors, Party Committees of Party cells and Party members of grassroots Party Committees participated in the Conference with a spirit of seriousness and solidarity.
At the Conference, the representative of the Presidium presented the draft report "Preliminary review of the mid-term 2020-2025 implementation of the Resolution of the Party Congress and Preliminary review of the implementation of production and business tasks in the first 6 months of the year, plan for the last 6 months of 2023". Overall assessment of the results achieved in the first half of the 2020-2025 term and the results of implementing production and business tasks in the first 6 months of 2023, all Party Committees strive to complete and excellently fulfill their leadership roles, directing all aspects of the Company's activities; The Party Committee has deployed leadership and direction to closely follow the Resolution set by the Congress.
All conferences received many comments on draft reports from Party members; the evaluation opinions and suggestions of the members of the Working Group and especially the comments directing the Conference of Mr. Nguyen Thanh Binh, Secretary of the Party Committee - Chairman of the Board of Directors of the Corporation.
Closely following the contents of the Conferences, Secretary Nguyen Thanh Binh congratulated the affiliated Party Committees and praised the results achieved in the half term 2020-2025 in general and the first 6 months of 2023 in particular, in the context of many adverse impacts from the epidemic, the market and the macro economy.
Comrade Secretary of the Party Committee, Chairman of the Board of Directors affirmed that this preliminary conference is a very important occasion, an opportunity for the Corporation's leaders to meet and exchange information with the collective leaders, officers, party members, and workers of the unit. Comrade Nguyen Thanh Binh highly appreciated the thorough and complete preparation of the Conference and basically agreed with the reports and future orientations of the units. At the same time, the Secretary also discussed, oriented, directed, and suggested many important issues regarding the requirements and tasks set for the activities of the Party committees in the coming time.
Comrade Secretary requested the affiliated Party Committees to base themselves on Regulation No. 48-QD/TW dated December 20, 2021 of the Secretariat to clearly define and carry out the tasks of grassroots party committees/cells in state-owned enterprises, which are: leading the implementation of production, business, national defense and security tasks; lead political and ideological work; Leading organizational and staff work; leadership in building party organizations; Lead, carry out inspection, supervision and leadership of socio-political organizations.
The Party Secretary also requested the grassroots party committees to focus on innovating the leadership methods of party committees at all levels at their units according to Action Program No. 23-CTr/DU dated February 7, 2023 of the Party Committee of the General Assembly in the direction of democracy, efficiency, and practicality; perform well the responsibility of setting an example for officials and party members, especially leaders; pay attention to doing well political and ideological work in the Party and in the unit; Strengthen party member management, implement solutions to create resources, develop party members, and ensure quality and process; Strictly comply with regulations on Party cell activities, Party committee activities, and Party activities; Promote inspection and supervision.
In the context of the Corporation's qualitative transformation from a natural monopoly position to a competitive trend, along with the transfer of leadership generations at the Corporation and a number of units, the Party Secretary requested the units to continue to inherit and strictly implement the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism and criticism; Resolutely maintain solidarity, unity, and effective coordination of resources to successfully complete the set goals and tasks. In managing production and business activities, comrade Nguyen Thanh Binh noted that grassroots party committees should research and issue thematic resolutions on important areas in production and business activities that need to focus on leadership and direction.
Regarding the production and business work of each grassroots party unit, the Secretary of the Party Committee and Chairman of the Board of Directors also gave instructions and emphasized a number of key tasks to complete the 2023 production and business plan and orientations for the following years of the units as follows:
The KVT Party Committee needs to continue to carry out the task of safely and effectively operating the assets managed by KVT, paying attention to system optimization to increase the Corporation's production and business efficiency. In the coming time, KVT needs to focus resources on well performing the trial run and take over operation of Thi Vai LNG warehouse. In the long term, it is recommended that KVT closely coordinate with the Corporation's Departments/Units in re-planning the Thi Vai port warehouse to optimize the site for implementing the Corporation's future projects as well as develop services that belong to the unit's strengths.
For CNG Vietnam Party Committee, the Secretary requested that the Party Committee and unit leaders need to be clearly aware of the challenges and difficulties in the coming time, unify the orientation: "Inside Management, outside the Market" to discuss, unify policies and make decisions on related issues... For specific tasks, CNG Vietnam needs to closely follow customers and market developments to meet consumption needs, and coordinate closely with the Corporation to research together. Research and implement additional gas supply plans for the Northern region. At the same time, CNG Vietnam noted the preparation of infrastructure and markets for the consumption of imported LNG from July 2023.
At the KCM Party Committee, Comrade Nguyen Thanh Binh asked KCM to focus on the safe and effective operation of assets managed by the unit while also considering optimizing infrastructure and developing strong services. In addition, as the focal point of the Corporation in the Southwest region, KCM notes strengthening working relationships with localities, departments and building the brand image of the Corporation in general and KCM in particular.
For the PV PIPE Party Committee, the Secretary requested the Party Committee to direct the unit to focus on preparing resources and readying conditions (records, production capacity, personnel...) to produce pipes for the Block B-O Mon project. In addition, PV Pipe needs to focus on diversifying products and strengthening cooperation with units in the industry to participate in projects related to wind power. The Corporation requests PV Pipe to regularly review production norms, optimize the use/allocation of personnel in accordance with the workload at each stage/market and customer needs, and reduce costs in all stages.
After a period of very active work, the conferences "Preliminary review of the mid-term 2020-2025 implementing the Resolution of the Party Congress & Preliminary review of implementation of production and business tasks in the first 6 months of the year, plan for the last 6 months of 2023" were successful. The affiliated party committees have received instructions and suggestions from Secretary - Chairman of the Board of Directors Nguyen Thanh Binh and the working group; determined that this is an opportunity for the grassroots Party Executive Committee and all party members and workers to review the past half-term, record the work that has been done, as well as the limitations to overcome.
With the spirit of determination conveyed, we believe that in the next half term, the collective of affiliated party committees as well as the entire PV GAS Party Committee will promote the traditions and achievements that have been achieved, constantly innovate, take action and continue to contribute to building a clean and strong Party Committee of Vietnam Gas Corporation.
